What you are describing is known as "File Type Association".
There could be any number of reasons why Windows broke your "association
with OOo (OpenOffice.org), but you can set the Windows file associations
yourself with the following procedure:

Changing file associations
==========================
Find a file of the type you wish to associate with a program.
Right click on the file icon.
>From the pop-up menu, select "Open With > Choose Program...".
Check "Always use the selected program to open this kind of file" and
choose, or browse for, the desired application.
