What you are describing is known as "File Type Association". You can set
the Windows file associations yourself with the following procedure:

Changing file associations
==========================
Find a file of the type you wish to associate with a program.
Right click on the file icon.
>From the pop-up menu, select "Open With > Choose Program...".
Check "Always use the selected program to open this kind of file" and
choose, or browse for, the desired application.

If you resolved your file association issue by associating Word (.doc)
files with OOo (OpenOffice.org) Writer, Word files will be opened
automatically in Writer. Otherwise, you simply start Writer and use the
"File -> Open..." menu option.

There are a number of options you can use to send documents to people
who don't have OOo installed:

1. If possible, ask your recipients to install OOo on their computer.
(It is free and coexists on a computer with MS Office, without conflict
or problems). Obviously, our preferred option.

2. If possible, ask your recipients to install the ODF plug-in for MS
Office from Sun Microsystems, which enables existing MS Office
installations to open and save files in the international standard ODF
file format. (It is free and can be downloaded from:
http://www.sun.com/software/star/odf_plugin/index.jsp)

3. If your recipients only need to read, but not edit the documents you
send them, use OOo Writer's "Export As PDF" menu option. Almost every
computer in the world has software installed that can open files in PDF
(Portable Document Format).

4. (Least preferred, but most used option) Use OOo Writer's "Save As..."
menu option and select the MS Word format from the "Save as type"
drop-down list. Make sure the "Automatic file name extension" box is
checked/ticked.
