People (or companies) are allowed to write Open Source programs *any* way they want. Other people, may of course, change the programs, or port routines from one program into another program

You are allowed to rewrite the program yourself if you want to.

But you have no special right to *tell* others how they must write a program.

In any case, supposedly OpenOffice.org version 3.0 will provide an icon for Writer on the desktop. And for the current version, there is no problem in simply dragging one or all of the icons off the menu and copying them as shortcuts to the desktop.
