Not precisely. In this case they seem to all be Cyrillic characters which happen to look like Latin characters that have ASCII encodings. It's not possible to obfuscate actual printables in UTF-8 encoding because the UTF-8 encoding of any ASCII printable is the same 8 bits as its ASCII encoding.
