Thank you, Pat! Believe me, I hesitated to write a review of such a
well-written article. I felt like a third-grade student clutching
crayons and trying to depict a Rembrandt painting. My writing pales in
comparison to theirs.

Perhaps he has some reprints remaining that he would be willing to mail
out. As far as I know, Metrologia does not make this available online.
The journal itself costs $635 per year in North America ($550 for
educational institutions). Elsewhere it runs 600 euros + 28 euros
"carriage", so I doubt that very many people or libraries near you carry
it. They do offer a service enabling people to purchase single articles,
but you may wish to ask Barry first.
