Mine fit nice and snug and was what I would call a perfect fit without
modification.
My suggestion would be that you "fit" it without the fender attached. If it
takes more than a little bit of effort to get it to slide into place, you
will need to work on it a little. I'd suggest that you use a file, not a
grinder. Get yourself a half round file and gradually file it in the tight
spots until it just scoots into place nice and snug with the holes all lined
up.
Then go bolt the fender to it and slip it into place. Some duct tape on the
fender will help prevent any scratches as you slide it in to place.
