I would actually like to see this very screen as the larger front-end. It's the first thing you see; Why make users click an extra button and respond to an extra dialog? Why not just send them where they need to be immediately?
Now lets face it, 99% of what VASSAL will be used for is actually playing games, not designing modules. So I think it needs to be streamlined as much as possible toward ease of play. "Edit Module" should be reserved for a sub-menu somewhere.
