I've updated the spec according to your comments.
Changes include:
. Alt+F1 for the system console;
. select /dev/vt/# for virtual console device names;
. console-login service is extended, instead of adding a new
vconsole-login service;
. /dev/console for CONSOLE in /etc/default/login does not
include virtual consoles;
