To satisfy Tim's bizarre-perfectionist-neat-freak urges, at some later point (say 1.6 or 2.x) I'll propose again that the VelocityServlet be removed from the core and just force folks to add the tools.jar if they are still using that bit of code.
I'd be against that, because it's a pain for a new user - you would need to get multiple things to just do baby steps... There's no harm in leaving an example servlet in the core, and I certainly think that then pushing interested people over to tools is the right way to go.
