I used to work Neonatal ICU - We sometimes used a bottle of sugar water 
(pre-packaged by the infant formula manufacturer) during IV sticks, even 
circumcision - I never have heard of any evidence that it truly alleviated 
pain, but it certainly seemed to help calm some babies - perhaps just 
distracted by the new taste of something sweet? I would be really curious to 
hear if there is any evidence that it really impacts pain - could explain a lot 
of vending machine visits on particularly bad days at work!
