Wes,
 I found I could pull 3 or four at a time, I would gently pull on them and
with my other hand I would push along the base of the feathers I was
pulling.
2. I laid a long straight edge on my table and would push the butts against
it so I could identify them easier by length (one thing that helped is my
table is made of 2" wide boards so I could look at that also)
3. fold all twelve of the tags before you start to package, I folded with a
strait edge then pressed on the fold with the back side of a butter knife.
