Hackle gauges can come in handy, but if you want to wrap a hackle around a dressed hook it's more accurate to size the hackle against the dressed hook. This is especially the case with for instance Wulff style flies with some bulk behind the wing and an extra thread base in front of the wing.
And of course not all #14 hooks are created equal.
That's why I don't use one. Different strokes for different folks I guess.
