IPTV typically refers to a seperate network for digital media distribution over IP networks.  Its not bound to the web.  It does pull content from the Internet so IPTV can include anything that is on the web, whether or not the content is using RSS since their are different ways to discover and grab media.  But IPTV is not just another term to explain RSS media distribution.  Its much more vast including hardware and special software... an entire infrastructure really.

IPTV wont be perfect and common until more money is invested to develop even fatter  bandwidth pipes... so high-def video downloads stream smoothly just like Cable TV.  Their are some compression technologies but the fact remains that more bandwidth is needed to get all the potential out of IPTV (interactivity).

VOD is more suitable term to use as it is more general and can be applied to RSS....and any technology that utilizes it from set-top boxes like akimbo to software like FireANT.
