That's a fairly long timespan, since I started 9.8 in 2010. But you might be able to pinpoint that more closely using https://github.com/ThomasDickey/vile-snapshots (about 250 tags since 2010, or ~8 steps). I have an Ubuntu 20.04 and 22.04 machine for test-compiles; "locale -a" (the easy fix) only shows C.UTF-8 changing to C.utf8 -- Thomas E.
