The external from the IIsi won't show up on the Plus because the Plus requires a hard disk "interleave" of 3:1. 3 rotation-reads of the platters for one complete read. Your IIsi will have an interleave of 1:1.
Go with a known-working floppy drive as a start. Replace the one in the Plus with it. Once you get it up and reading, you can decide to let the Plus use the external hard drive. To do it, you'll need to reformat and allow the interleave change. A Plus emailing on a pair of floppy disks is most satisfying. A Plus with an external hard disk makes it far-and-away more useful. Even now my old Plusses are a great joy to use. I call them Bumblebees. Scientifically, they're NOT supposed to be able to fly. However, try telling THAT to THEM.....
