Check the archive (I think I posted it here) for something about a "Possessed IIcx". It has something to do with the aging power supplies in the machines and your problem sounds like mine before something "possessed the IIcx". I think it might be a capacitor but I can't be sure. Give your machine some time and it may chime/start up.
