Yes, in normal situations you have to be on wifi to use facetime. However if you jailbreak you can get past that. Just know it eats through data quite a bit though.

object, and let them tell you what your looking at.   It may be a
great navigation tool when you get lost somewhere. Just call up your
spouse or someone else who may have some interest in you. aim the
back camera around your area, and have them tell you where you are.
It also works for identifying clothing and other items.
