Okay, I figured it out. On this thing, the rotor must be set to adjust value before I can adjust anything. Adjust value does not appear in the rotor until I have touched something I want to adjust, then it won't adjust it until I put the rotor to adjust value. My other phone isn't so picky, I usually could adjust things without having to have the rotor specifically set to adjust value. Whatever.
