OK, you are right. It is a separate setting. But when I want to know is this. 
Since your iPhone doesn't have to be anywhere near you when you make these 
calls, if you don't have Wi-Fi calling enabled on your iPhone, how on earth 
does your noncellular iPad mini make this call? Clearly, it is using Wi-Fi. How 
does that work?
