How near is near? It works over wifi and bluetooth, letting your phone be quite 
far away--in another room, for instance--and it'll still work. My understanding 
of wifi calling is that it relies on your cell provider, but simply uses wifi 
to carry the signal instead of a cell tower. You still need a cellular account 
and a device from your carrier to do it.
