Hi Shawn, If that is the only qualification to join the beta list then it’s pretty easy for anybody to join whether they are using the beta or not as the answer can be easily found. I just Googled “Where is the iOS feedback assistant app” and the first search result was a link to an Apple Frequently Asked Questions page:
How do I provide my feedback to Apple? The OS X and iOS public betas come with the built-in Feedback Assistant app, which can be opened from the second page of the Home screen on your iOS device or from the Dock on your Mac. The Feedback Assistant app is also available from the help menu of any app by choosing 'Send Feedback’. If you experience an issue or something does not work as expected, send your feedback directly to Apple with Feedback Assistant. The point is that what people do on these other lists is up to them, but I know for a fact that Cara does not want any discussion of features in any beta version of the software on the Viphone list. The moderators ask questions like where your Feedback Assistant app is and if you don't have one, they'll automatically reject your request to join. Just thought I'd clear that up and yes, iOS 10 was available for developers as a beta after the WWDC keynote.
