Hi,
I have a friend who had your issue. He eventually resolved it by
Resetting all settings under General and reset. This meant he had to
enter all his email accounts and passwords for everything, like Facebook
and Twitter. So its a pretty drastic step but did correct his bluetooth
issue.
Personally, I would see if iOS10 corrects the issue first, if it doesn't
I would then consider the restore option.

I have never had this issue. I use the logitech easy switch k811.
But others I have talked to and helped, just turn there keyboard off,
and back on after 30 seconds, and it seems to fix this issue. Since
the public beta will be out tomorrow, I can let you know you will be
pleasantly surprised with this issue among others. They have squashed
a lot of voiceover bugs.
