I had the Apple accessibility hotline also suggest this for a completely different problem (which turns out it would not have helped).
My point is I think it’s one of their first suggestions for solving any unusual problem, and so I am more than a little skeptical of it. Richard, do you have any software key boards apps installed? I would wonder if removing those would solve this problem, and it turned out my unrelated problem was caused by a new app I had installed, which keeps messing with volume level of sounds when it posts its notifications. He eventually resolved it by Resetting all settings under General and reset. This meant he had to enter all his email accounts and passwords for everything, like Facebook and Twitter. So its a pretty drastic step but did correct his bluetooth issue. Personally, I would see if iOS10 corrects the issue first, if it doesn't I would then consider the restore option.
