Hi Vicki,

To restore to an iCloud backup, go to Settings, choose General, then Reset, 
then Erase All Content and Settings. Follow the prompts. This will completely 
wipe all the info on your device. You then start the set-up process, and when 
you are asked, choose to restore from iCloud. The device will restore from the 
latest backup.

As for why the backup file is small, it doesn't include the OS or your apps. It 
also doesn't include large files like podcasts and music. Instead, it contains 
a list of all your apps and how you had them arranged, along with app data such 
as preferred settings and game scores. some apps include other data, like 
documents, but many do not. You have to download the data again. In short, 
restoring from a backup takes some work and I wouldn't recommend it unless 
there's a compelling reason to do it.
