Hello Harry, That's a good question, and I don't know the answer. It may be that if you turn on Keychain, the same passwords are saved as in an iTunes backup. My understanding is that health data is not part of iCloud backups in iOS 10, so that would still be an advantage of an encrypted iTunes backup.
