Have you double checked that screen recognition is off? I don't know what else 
to suggest because for me it's 100% good  now. 
Also what phone do you have? As I said before, people who have th issue where 
they can't swipe should maybe include this information because then it is 
possible to see if it only effects certain devices.

I've done all the thingds you suggest but I am still having the issue where I 
am unable to swipe through my subscriptions. As someone else described when I 
attempt to swipe right the focus just bounces back to the first subscription 
name. The only way I can move from one to the next is to drag my finger down 
the screen. I will be reporting to apple accessibility. I'm running the latest 
iOS on an SE 2nd generation.
