Hi Marissa, I assume from your post that you have some useable vision. I have never experienced this either one my iPhone 4 or 4S. I have no vision, but I do at times turn Voiceover off and let a sighted person use the phone. If you can reproduce this problem and if you are not too far from an Apple Store I would recommend you go there and demonstrate this to an Apple Genius to see if they can help.
