this isn't a bug.
the autochangevoice feature works as follows:
only with  the default language the voice is changed when a lang tag is found 
on a webpage or the language entry is found in the mail header, voiceover 
switched to that language if available.
sometimes websites or mailclients aren't propperly configured and sets english 
for example when the content is written in an other language.
therefor voiceover doesn't change language if you are using an other one then 
the default.
