Jailbreaking is not necessary to downgrade an app. However, iTunes, a computer, 
and a previous version of the app residing on the computer are necessary for 
downgrading an app. If you do not have all of the three listed above, you will 
not be able to downgrade the app, even if you have jailbroken, because you can 
no longer get a previous version from the App Store.

To downgrade an app, move the older version of the app in to the app folder of 
iTunes. Delete the newer version of the app from the iPhone. Connect the iPhone 
to the computer. go to the apps radial button under the iPhone in iTunes and 
click it. Go to the list of apps in the choices past the radial buttons and put 
a check in the app name (select the app). Sync and the previous version will be 
installed. After installing an older version, do not use upgrade all as App 
Store update feature will always notify you of the app being out-of-date. You 
will need to update apps individually.
