If you are starting your touch in the same location each time, this would be 
expected. Note: same location in this case means, anywhere near the previous 
touch such that the same object is highlighted. On webpages, different items 
have different sizes. If you physically explore the display, you can get a feel 
for how large any item actually is.

That said, there are some more recent web technologies which force VO to 
refresh to the top of the web page whenever you perform a navigation flick. For 
these pages, three finger vertical flicks seem to force the page to physically 
scroll to the next view. I personally have similar difficulties navigating such 
pages using windows screen readers.
