I can confirm this behavior. Another occasion when this type of "jumping" occurs is in email. I open a message and do a two finger swipe down to read the message. VO will read a word or maybe two then jump to the delete button. If I swipe again I can usually read the message without skipping. It's not a deal-breaker but it is annoying.
