Funny, I found that turning on the reduced motion option made my 4S less responsive. I turned it back off and am getting a little better reaction from VO. There's still a hint of delay, but I figure that's got to do with my phone being an older model. Turning on this accessibility option definitely made things even slower.

Another occasion when this type of "jumping" occurs is in email. I open a message and do a two finger swipe down to read the message. VO will read a word or maybe two then jump to the delete button. If I swipe again I can usually read the message without skipping. It's not a deal-breaker but it is annoying.
