The touchscreen is triggered by the conductivity of fingers or specially 
designed objects. The OS reacts to the activation of the touchscreen. VO has a 
delay between when the screen is initially touched and when VO focus is moved 
to the item. During this delay time, VO assesses for movement, multiple contact 
points, or repeated taps. In the previous versions of iOS, the touch delay was 
set for a time count which usually approximated 1/4 to 1/2 second (depending on 
other activity). Given that Apple has streamlined iOS processing for many tasks 
in iOS 7, it is possible that, even if Apple did not change the delay count, 
the touchscreen may be completing its delay time more rapidly. If this is the 
case, it becomes more imperative that the finger be already moving when contact 
is made with the display.

For those who are experiencing the difficulty, I am willing to bet that if we 
set up a camera and video your touchscreen interactions, we will probably find 
a very short pause before your finger movement where your finger touches the 
display. Note: my comments about delay timing with iOS 7 are purely speculative 
as this has not been empirically studied. I have no plans of studying this for 
several months. However, please feel free to conduct your own study and report 
the results.
