Just a note: my wife, which is sighted, updated her iPad today, and noticed
that the screen seemed more sensitive than it has in the past.
Of coarse, this will not affect her usage like it would if she was blind
using voice over, but it looks like it is being noticed by all users.

Actually, I'm not getting extreme jumping around behavior, but when I do,
I'm beginning to wonder if it is not some sort of faint electro static
response or some sort of faint conduction when skin approximates or slightly
touches the screen. Again, it happened when first exploring the update, but
maybe I've now non-consciously adapted to the interface so am no longer
experiencing this effect. <Shrug>.

I find this kind of behavior on my iPad mini, and it is still running 6.3.

What may also be happening to cause the jumping is that one is waiting too
long before performing a second swipe or touch of the screen, and since the
icons on the screen are constant, if your finger has moved just a tiny bit,
you will end up tapping on a different part of the screen. Try this...
Tap on a single icon once, then wait a couple of seconds, then tap again,
and you will notice that the icon responds as if you only tapped it once.
Now execute a double-tap by first tapping on the desired icon then quickly
tap on a different part of the screen. If you completed the double-tap fast
enough, the app or folder will open. On the other hand, if you did it to
slowly, you will hear another icon gain the highlight.

When you touch the screen, if your finger is not already moving, VO focus
moves to the actual location on the display where your finger is touching.
Now, when your finger performs the finger flick, VO moves from its new
position on the display to the next position. This gives the appearance that
VO is jumping around the screen, when in actual fact, you are shifting VO
before you perform the flick.
But wait, you say, I am not touching the screen before I start my flick.
This is actually something VO does not get confused about. The touchscreen
does not require any pressure whatsoever. When you hold your finger just
above the screen before starting your flick, if your finger is barely
touching the screen, so lightly that you do not feel it, this is enough
contact to activate the display and move VO focus to the actual location
where your finger is touching. Testing this in the lab demonstrates that the
finger can barely touch the screen enough to activate it and both sighted
and blind people do not register the haptic (tactual) sensation.
An analogy is, when you are typing on a keyboard, pressing on the wrong
letter causes the wrong letter to appear in your document, no matter how
much you were thinking about pressing the correct letter. If your finger is
heavy on the wrong letter, the key repeat activates and you get a bunch of
the wrong letter in a row in your document.
Start your flick gesture with your finger at least a quarter of an inch
above the display. This way, your finger is fully engaged in the flick
motion before it contacts the display. finally, lift your finger from the
display before you stop moving it. Exaggerate this motion until you
consistently flick without VO jumping randomly around the display.
