My experience with this bug is that if the home screen is completely full I 
can't move anything.  However, I have found that if I delete an app and 
there is an empty spot I can move apps around and I can then also move apps 
to other screens.

So in my case it looks like the bug occurs if the home screen is full.

There's a bug in IOS 8 where you can't move some apps out of the bottom
row of your home screen. Could you be running into this bug? Other than
this bug, moving apps around still works as it always has.
