My experience with this bug is that you cannot move apps off the bottom row of the home screen. What I did to resolve this problem for myself was to move apps that were in rows other than the bottom row to another page; once there were no apps in the bottom row (row 6 I think), I was able to move the original app(s) as per usual.

This will take some prescience consideration because you may want your apps in a specific order so moving apps taken off the home page will involve doing this in the appropriate order. For example, I want the FaceTime app to appear as the last app on the Home page because it would then be immediately before the Phone app (which is sitting in the dock) so I made certain that was the last app I moved back to the Home page.
