Apple allows 4 apps in a row and 5 rows so you can try to move more apps onto a particular home page and if its full then its full and the app just will go onto the next available home page. For me moving apps also works as it always has with that one exception which is that I can’t move some apps in the bottom row, the one above the dock. I even say “some” because for example on home screen one I can’t move the app on the very left and the second one beside that, but I can move the third app and the one on the very right just fine. So far I have found that the only solution is to make a space in your doc at the bottom of the screen (moving out to another page something that you later put back) and I've then been able to get things moved about. It seems to me that part of the problem lies in the fact that sometimes apps are almost on top of each other and not correctly aligned, maybe because we've tried to put too many apps on a page.
