Both VM and VSE can handle the timechange without be re-ipled. We
haven't done a timechange IPL for several years.
The biggest issue is do you have any applications that will not like a
backward change in time? In our case we purposely schedule the time
change around some backups that take a little more than an hour, then we
start up CICS, the scheduler and other things. So beware of the affect
that the change in time will have on the apps (a forward change in the
spring will not likely present any of these issues).
On VM issue Q TIMEZONES. It will display the timezone settings that you
current have. You should see the offsets for CDT and CST. To change
VM's timezone offset, issue the command SET TIMEZONE xxx. Where xxx is
the timezone that you want to change to.
After the timezone offset is done on VM, changing VSEs time is as simple
as issuing TIME ZONE=VM on the VSE console. You really want to make
sure that any jobs that would be affected by a change in time are not
running. CICS does not really care for a backward time change.
Currently running jobs will keep the old time until they come to EOJ.
Since it is so close, I would suggest doing things the old way until
perhaps you've had some time to experiment with this.

We run z/vm 4.4 to host 3 VSE's 2.7.3. When we change
time on sunday we shutdown the system and then I go to
our HMC console and select the Imange I want to load
and click on Load. It then prompts me at the VM
console with a question about changing the time. I
select Yes and Continue on.
Is this the best way to change the TOD???
Shouldn't z/VM automatically handle the TOD change???
Second question: How can I change the TOD without
taking the system offline???
