There are 2 types of items in SYSTEM CONFIG that are related but are
semi-independant of each other.

One is the timezone definition, where you would define that CST is so
many hours west of GMT and CDT that is one hour more.

Then you have the timezone boundry that gives the date/time that the
time change occurs on.  There are usually multiples of these for several
years into the future.  I don't have my manuals handy so I don't have the
exact syntax of these statements.

During your IPL, when you set the time, VM will look at the timezone
boundrys to locate the most recent one that has past and will take the
zone (CDT or CST) from that statement.  Then it will take the difference
from GMT from the proper timezone definition and will adjust  the time
you entered to be GMT, convert that to TOD clock format and put it in
the TOD clock.  If the TOD clock is already set, this is all automagic.

Then when you do a QUERY TIME, the opposite calculation takes place so
you see local time.  The same thing happens when a virtual machine asks
CP "what time is it?".

If you are up when time change happens you just do a SET TIMEZONE CDT
(or CST) and the only thing that changes is the correction from GMT to
local the next time it is needed.
