Ok, I think Im getting It.

I did a Q TIMEZONE q timezone Zone Direction Offset Status UTC ---- 00.00.00 Inactive GMT ---- 00.00.00 Inactive CDT West 05.00.00 Inactive CST West 06.00.00 Active This says CST is active.
in april, when we change time again I would issue
the command SET TIMEZONE CDT
and the system would then change the time correcly???

Yes.

I then should expect to see my vse's come online after
the VSE IPL??

Or, from the VSE console issue TIME ZONE=VM. But be aware that any running jobs will not pick up the new time until they are restarted.

Second q: I did not issue a set timezone CST on sat
night. How did my timezone get changed to CST from
CDT????

If you IPLed after 2AM Sunday, the VM timezone boundary parameters took care of that for you.
