You put GMT into the TOD clock, and you put entries for (in your case) CST and CDT specifying the offsets from GMT. 5 and 6 hours I think. These go in the system config file along with timezone boundrys. The boundries are only used at IPL. For a non-IPL time change, you issue the command SET TIMEZONE CST from operator or another authorized user. You can put it in VMUTIL if you use it so you don't have to get in at 2am to do it.
