Sorry, no.  Linux and MVS do not register to receive a timezone change 
notification.  They [rightly] expect the TOD clock to be set to UTC and 
manage their own timezones.

This would all be so much simpler if home electronics had UTC and local 
timezone offsets!  ;-)
