Your current timezone is "CST", so resetting it to "CST" wouldn't do
anything.

So, assumming your time was off AND the timezone was off, say "CDT",
then yes, anytime after IPL, you could do a "set timezone CST" and the
VM clock will now be correct.

AND

An interrupt will be sent to all guest machines (VSE, Linux, MVS,
CMS...everyone) to notify them that something has changed.

Then, it is up to the system running to deal with it (or not to).

CMS seems to understand it and the time changes.
SFS didn't in earlier releases (don't know if it know understands it).
VSE will not do anything, but there is a VSE command to change the
timezone there.
CICS understands it (if it is done thru VSE).
DB2 for VSE understands it (if it is done thru VSE)
FAQS from CA doesn't understand it (cycle FAQS to get the new time
settings)
VM and VSE VTAM seems to understand it.
REXX understands it
EXEC2 understands it
The old "EXEC" is brain dead.  It sees you clock (which was set for
GMT) and reports that time as your time (without timezone offsets being
applied).

In many shops, they don't IPL VM for daylight savings time.  They have
the procedures for just setting the timezone and what systems and or
applicatiosn need to have manual intervention.

And you hardware clock should be set for GMT.

if I q time

I get 

TIME IS 09:39:22 CST MONDAY 10/31/05 
CONNECT= 00:00:04 VIRTCPU= 000:00.03 

for training, say that it was 1 hour off, say 10:39.

to fix this I would Ipl z/vm and when it asks me about
tod I would say yes I want to change it and then enter
the requested info.  I then go to the HMC and select
Enable TOD and It would prompt me at the z/VM console
about changing tod.  I say no.

then all my vse's start xautologing.

Question:  given the above,  right after the Q TIME
command Could I issue the 

SET TIMEZONE CST

and expect and see that the time is now correct????

I after the set statement I would expect to Q time and
see 9:39:22
