Ahh, the dreaded "1010".  I often get this when I'm working on a task
that involves many IPL's of a z/VM guest.  It indicates that your
console is of the wrong "mode".  To prevent this, you need to issue
"CP TERM CONMODE 3270" before issuing the "IPL 100".  To make this
easier, I create an exec that contains the two commands (and any other
customizations I might want, such as coupling CTCs or define virtual
GRAFs).  (When I don't use the exec, out of laziness or the need to
add a LOADPARM, I get the 1010 msg.)

FYI, when you get a disabled wait state from an IPL of z/VM, the last
four digits of the wait state are the CP message that describes the
problem.  In this case, you could issue (from CMS) HELP MSG HCP1010W.
