My worry is that the space has been allocated but not formatted.  And 
there's no [reasonable] way to find out if the space is properly 
formatted.

I suggest SPXTAPE DUMP the spool, purge all spool files, DRAIN each 
volume, detach the spool volumes from SYSTEM, attach them to yourself and 
format them "0 END", re-allocate them, re-attach them to SYSTEM, and 
SPXTAPE LOAD the spool.
