/FORCE didn't really do anything for you here; it's only useful in
those rare cases when you know something is not up-to-date but for
some reason MMK thinks it is.  The ACTNOUPD message is really just an
indication that there is nowhere to record a timestamp.  The INSTALL
target is not associated with a file, so there is no updated action
that can be performed on it.
