I downloaded the archive from http://www.sidhe.org/vmsperl and perl did not build (insufficient privilege problems) and would like to know how to cleanup the directories/files and try the build again. I tried the command "MMS realclean" but it didn't work.

You'll want the .tar.gz version, which unfortunately means acquiring vmstar and gunzip if you don't already have them. These are available from numerous VMS freeware sites. Alternately there is a zipped archive of 5.6.1 (plus some extra extensions) available at <http://www.sidhe.org/vmsperl>.
