demonstrated any sort of electrostatic "hover" effect which can lift large
mass.  (Have you?)  On the contrary, a charged pair of planes as you
describe should be attracted downwards towards the slightly-conducting
Earth surface, no?
I forgot to mention that an electrostatic force may create a vortex counter force and by utilizing the vortex counter force physics of electrostatics, we may be able to create a counter force that would be stronger than the downwards attraction force.  This very likely would involve creating electrostatic whirlwinds to create very powerful counter forces to act as thrusters to propel the ship upwards and forwards and backwards while utilizing the electrostatic and gravity force to propel the ship downwards.
