Depends to a degree on how your phrase the problem. Let's fondly
revisit the good times, pre-WMD, when the double-talk coming out of
high places was the "meaning of is" shtick ... and to borrow some
of that - in this case it would related to "where is the 'in' of
'in there' ?"
The "in" has to mean inside, inside bouncing around. Photons are
not like particles. They travel at c. If the photon were not
contained it would just fly off.

Very very momentary overlay yes, steady state no. Photons are not
like leptons in that they always travel at c. When they stop, their
energy and momentum is imparted to what stops them.

Sure, but Bremsstrahlung is due to deceleration of particles and when
generated it flies away. It doesn't just sit there.
Is not one interpretation of that phenomenon that there was always
a virtual photon "in there" ....
Virtual photons are all over the place in there. They carry the EM
force, and don't obey the same rules as photons - and they don't have
any associated energy. It is a whole different animal. The source
and sink of the virtual photon is charge itself, not charge
interactions like those supposed to create hydrinos.
