Not necessarily. The speed of light, unimpeded in a vacuum is a well-known physical constant but when light is subject to physical conditions other than a vacuum, the effective velocity of the electromagnetic waves that make up the light can change drastically. The interaction with an electron is one such condition.

The most well-known instance of this is when light is transmitted through a refractive material that has an electric permittivity and a magnetic permeability different from a vacuum.

Hau from Harvard slowed a beam of light to 17 meters per second and UC Berkeley has slowed photons even slower than that.

Few would doubt that the "orbital" of the hydrino, even one defined differently from the Mills' OS - represents a refractive or reflective material which has an electric permittivity and a magnetic permeability far different from a vacuum.
